House Allowance: KES 50000
Commuter Allowance: KES 16000
Job Requirements
For appointment to this grade, an officer must have: –
- Served in the grade of Deputy Director of Culture, Arts and Tourism or in a comparable and relevant position in the public service for at least three (3) years;
- Bachelor’s degree in any of the following fields: – Social sciences, Education, Sociology, Tourism Management, Tourism and Hospitality Management, Environmental Studies, Anthropology Degree, Human Resource management, Culture and heritage Management, Culture and Hospitality Management,
- A master degree in the above areas is an added advantage
- Attended a Management course lasting not less than 4 weeks from a recognized institution.
- A thorough understanding of the County goals, Policies and programs and the ability to relate them to the Culture, Arts and Tourism function.
- Registration with a professional body will be an added advantage
- Certification in project management will be an added advantage
- Certification in Monitoring and Evaluation will be an added advantage
- Demonstrated a high degree of professional competence, managerial capabilities and initiatives as reflected in work performance and results.
Job Description
An officer at this level will be the Head of a Department and will be answerable to the County Chief officer for all technical and administrative services of the respective department.
Duties and Responsibilities
- Formulation, Development, and overseeing, the Implementation of culture, arts and tourism policies and strategies and other necessary legislative framework;
- Liaising with other relevant stakeholders on Mobilizing resources for development of Culture, arts and tourism sector
- Initiating proposal for investment incentives for development of Culture, arts and tourism products and services in the county.
- Mainstreaming culture, arts and tourism policy issues into the County Development Policies, goals and objectives;
- Spearhead the development and coordination of policy guidelines for Public-Private-Partnerships (PPP);
- Formulate policy for attracting investments for the development of culture, arts and tourism business;
- Develop policy for consistent negotiations and implementation of culture, arts and tourism related bilateral and multilateral agreements including membership to National and international bodies and develop cultural exchange programs.
- Identify culture, arts and tourism research areas;
- Develop policy for County culture, arts and tourism training needs;
- Implementation of departmental performance management systems;
- Collaborating with other departments on culture, arts and tourism matters;
- Management and development of departmental staff;
- Overseeing collaboration of the department with other culture, arts and tourism installation in the counties
